COHEN: Thank you. This is a motion for 20 K3(a), the Private Railcar Tax Rate. 21 Motion has been made by Member Schaefer. 22 MR. GAINES: And the motion is for -- just 23 some clarification. 24 MS. COHEN: Sure. This is a motion to adopt 25 the Private Railcar tax rate of 1.151 percent for 26 fiscal year -- for fiscal year '19/'20. 27 MR. NANJO: And that's actually the subject 28 of K3(b). 3 1 MS. COHEN: Yes. 2 MR. NANJO: No, not B. I'm sorry. Is it B? 3 It's the one that Mr. -- 4 MS. COHEN: K3(a). 5 MS. DAVIS: K3(b). 6 MR. McCOOL: Good afternoon, Chair Cohen and 14 Members of the Board. My name is Jack McCool, and 15 I'm representing the State-Assessed Properties 16 Division. 17 MS. COHEN: Thank you. It's good to see 18 you. 19 MR. McCOOL: It's good to see you. 20 I'm here before you today to present for 21 your consideration and adoption the recommendation 22 for the 2019 assessment of the Private Railroad Car 23 Roll. 24 State statute requires the Board to annually 25 adopt the Private Railroad Car Roll on or before 26 August 1st. 27 The recommendations before you are the 28 product of the total-assessed values for each 4 1 company, and the tax rate that was just presented by 2 Mr. Durham. 3 I'd be happy to answer any questions, and 4 ask for your adoption of the roll. 5 MS. COHEN: All right. Now we can take a 6 motion if there are no questions. 7 Ms. Stowers, any questions? 8 Well, this is a constitutional function, 9 anyway. 10 Any questions? 11 All right. GAINES: It's my understanding that for 15 quite a long period of time there's not been an 16 appeal on these valuations; is that true? 17 MR. McCOOL: That is correct. There is -- 18 the method by which we calculate these values is 19 basically statutory. It's a statutory formula. 20 MR. GAINES: Okay. So it's very, kind of, 21 clear cut. 22 MR. McCOOL: Correct. 23 MR. GAINES: I think it was almost 19 years, 24 was my recollection, since anybody challenged it and 25 wanted to appeal a valuation. 26 MR. McCOOL: That's correct. 27 MR. GAINES: Okay. Very well. Thank you. 28 MS. COHEN: All right. We'll just let the 5 1 record reflect that Member Schaefer made a motion to 2 adopt the Private Rail Car rate for 1.151 percent for 3 '19/'20. 4 And that was seconded by Member Gaines. 5 And we can take that without -- okay.
