HORTON: Ms. Richmond. 6 MS. RICHMOND: Our next item is P1.3, progress 7 update and actions on CROS Project to replace BOE's two 8 current tax legacy technology systems. 9 MR. HORTON: Percentage, please. 10 MR. STEEN: Unfortunately, I don't have a 11 percentage complete to convey to you this afternoon. 12 MR. HORTON: Welcome. 13 MR. STEEN: Thank you, Honorable Members, uh, 14 Mr. Chairman. Eric Steen, CROS Project Director. 15 I don't have a percentage complete, but I do 16 have a few items I'd like to address regarding the 17 procurement, what's on the horizon, and then what you 18 can expect from the CROS Project regarding, uh, 19 communication to your office. 20 As you know, we submitted the RFI to the vendor 21 community, submitted the RFP to the control agencies. 22 At this juncture what we're doing is taking the feedback 23 we received from the control agencies and the vendors, 24 updating and finalizing the RFP, submitting that to 25 General Services. 26 We plan to complete the finalization by 27 mid-September. And then our target is to convey the 28 RFP, the final RFP, to the vendor community October 3 1 22nd. Now that is an aggressive date. There's a lot to 2 accomplish in that time frame and we're dependent upon 3 other organizations with -- with their schedules and -- 4 and workload. So I anticipate that moving into 5 November, but we're still marching through the October 6 22nd deadline to get the RFP out to the vendor 7 community. 8 What's on the horizon for the CROS Project, 9 right now we are, um, building a team to evaluate the 10 proposals that will come in in response to the RFP. And 11 there will be three proposals, essentially, that come 12 in: One is the conceptual; another is a draft; and 13 lastly, a final proposal. 14 We're training the team and preparing the team 15 for those events, and that includes extensive review of 16 the RFP mock proposal evaluation and mock scoring. The 17 reason we do that is to ensure objectivity in terms of 18 evaluation and a uniform process. 19 Um, in addition to that, we're also putting 20 together presentations, a presentation for each section 21 of the RFP which we will convey to the vendors during a 22 bidder's conference in December. The reason we do that 23 is to be as informative as possible to the vendor 24 community. It's also -- it also helps give the 25 perspective bidders confidence that the BOE really 26 understands the problem we're trying to solve and the 27 solution that we envision. And then it also, um, just 28 helps collaboration and cooperation with the vendor 4 1 community. That's ultimately what we desire is -- is a 2 system integrator that we can partner with that we can 3 bring to bear the right solution to the BOE's needs. 4 And then we're also putting together, um, a contractor 5 management plan should that collaboration cooperation 6 break down. 7 So those are all the things that we're working 8 on right now. And in the upcoming weeks what we plan to 9 do with your office -- offices, is to sit down with you 10 and to explain the -- the timeline and the events that 11 occur in that timeline between now and July of 2014. We 12 would also like to, um, present to you what we envision 13 the solution looking like, the CROS solution. 14 Um, that -- this ends my report. If there are 15 any questions, I would be happy to answer them. 16 MR. HORTON: Discussion, questions, Members? 17 Hearing none, thank you very much for your 18 report today. Thank you. We'll receive and file. 19 ---oOo--- 20 21 22 23 24 25 26 27 28 5 1 REPORTER'S CERTIFICATE 2 3 State of California ) 4 ) ss 5 County of Sacramento ) 6 7 I, KATHLEEN SKIDGEL, Hearing Reporter for the 8 California State Board of Equalization certify that on 9 August 22, 2012 I recorded verbatim, in shorthand, to 10 the best of my ability, the proceedings in the 11 above-entitled hearing; that I transcribed the shorthand 12 writing into typewriting; and that the preceding pages 1 13 through 5 constitute a complete and accurate 14 transcription of the shorthand writing. 15 16 Dated: September 6, 2012 17 18 19 ____________________________ 20 KATHLEEN SKIDGEL, CSR #9039 21 Hearing Reporter 22 23 24 25 26 27 28 6
