HORTON: Miss Olson? 6 MS. OLSON: Our next item is P5.2, 2011/12 7 Budget Update and Governor's Executive Orders. 8 MR. HORTON: Okay. 9 MS. HOUSER: Good afternoon, Chairman Horton 10 and Members. I'm Liz Houser, Deputy Director, 11 Administration. With me today is Caroline Cabias from 12 our Financial Management Division. 13 My first item is an update on the budget. We 14 have received confirmation from the Department of 15 Finance that they plan to move forward with the loan to 16 CalFire to pay both BOE and CalFire's current year's 17 costs associated with implementing the fire prevention 18 fee. 19 We estimate the interagency contract with 20 CalFire for these services will be approximately 21 $3.3 million, and anticipate this coming before this 22 Board for approval in either December or January. 23 Finance is recommending approval of our 2012/13 24 BCP positions as permanent rather than three-year 25 limited term they had originally considered. 26 Based on these assurances from Finance, we have 27 authorized work to begin on the program. 28 In addition, the Board of Forestry and Fire 3 1 Prevention met on November 8th and 9th and have voted to 2 amend the previously established fee. The fee will now 3 be 150 per year, with exemptions. Most will pay 115. 4 The prior fee was $90 or 25 with exemptions. 5 Are there any questions on the fire fee? 6 MR. HORTON: Discussion, Members? 7 Please continue. 8 MS. HOUSER: And now for some news that will 9 make our employees very happy. The 12-month personal 10 leave program for employees in SEIU Bargaining Units ad 11 nonrepresented employees was completed October 31st. 12 And employees will receive full paychecks on 13 December 1st. Employees are reminded to u se this PLP 14 before the expiration date of June 30th, 2013 or they 15 will lose this time. Nonrepresented employees must use 16 this time before they separate from the State service as 17 it does not have a cash out value. 18 Since our employees in the Case Bargaining 19 Unit 2 did not begin their participation in the mandated 20 PLP program until April 1st, 2011, they will remain in 21 the program until they have completed the 12-month 22 cycle, which is scheduled to end March 31st, 2012. 23 Are there any questions on this portion of the 24 budget update? 25 MR.
