YEE: Okay, next item? 6 MS. OLSON: Our next item is Property Tax 7 Committee. 8 Ms. Steel is the Chair of this committee. 9 Ms. Steel. 10 MS. STEEL: I call the Property Tax Committee 11 meeting to order. 12 We have one item today and Mr. Kinnee is going 13 to give us the report. 14 MR. KINNEE: Thank you. 15 Good morning, Committee Members. Dean Kinnee 16 with the Property and Special Taxes Department. With me 17 is Carole Ruwart with the Board's Legal Department. 18 The item before the Committee today is proposed 19 adoption of Assessors' Handbook Section 401, Change in 20 Ownership. 21 This is a brand-new Assessors' Handbook section 22 that attempts to pull together in one document 23 information from the Revenue and Taxation Code, Property 24 Tax Rules, court case and various legal opinions written 25 over the decades dealing with changes in ownership as it 26 pertains to property tax assessments. 27 Staff provided interested parties with two 28 drafts of the document for comments. We met with 3 1 interested parties to discuss the comments and the draft 2 document. 3 At this time we're not aware of any outstanding 4 issues with the document before the Committee. And at 5 this time we ever ask the Committee to adopt the 6 document before them. 7 And we're happy to answer any questions the 8 Committee may have. 9 MS. STEEL: Any questions or any comments? 10 Well, we started this 2006 and first draft came 11 out in 2008 and, finally, 2010, that we came out with 12 this form and I'm very happy to report that everybody 13 agrees that this is a good form that, you know, maybe in 14 the future we might going to improve more, but I'm very 15 happy that our staff worked very hard to this and tried 16 to, you know, begin from the scratch and everybody happy 17 what -- you know, how much -- how many hours that they 18 put in, how many hours that they did for interested 19 parties. 20 So, there is any comments, if not then -- 21 MS. YEE: I'll move adoption, Madam Chair. 22 MS. STEEL: Thank you. 23 MR. HORTON: All right, second. 24 MS. STEEL: So -- 25 MR. HORTON: Madam Chair, I'd like to make a 26 comment. 27 MS. STEEL: So, with Member Yee making motion 28 and Member -- 4 1 MR. HORTON: Comment? 2 MS. STEEL: -- Horton -- oh, okay, the second 3 -- okay, comment? 4 MS. STEEL: Yeah, I just wanted to commend the 5 Chair. This is a very laborious process and complicated 6 as all heck. 7 I mean, I -- I read through it and I got to 8 tell you the truth, I fell asleep kind of halfway 9 through it -- woke up the next day and had to get a cup 10 of coffee and just go through it. 11 So, I just want to commend you guys for getting 12 us this far. Thank you very much. 13 MS. STEEL: Thank you, Mr. Horton. 14 Any more comments? 15 I think you have so much tough times these 16 days, that's why. But this was really fun process that, 17 you know, we went through.
