YEE: Ms. Richmond, what's our first item? 5 MS. RICHMOND: Good morning, Members. The 6 first item on this morning's agenda is the Legislative 7 Committee. 8 MS. YEE: Actually, Mr. Chairman, if I could, 9 I'd like to move something out of order on the agenda, 10 if I could. We have a resolution that I'd like to 11 present to the Franchise Tax Board, if that's 12 appropriate. 13 MR. HORTON: Certainly. Certainly. 14 MS. YEE: Okay. Thank you. 15 Actually, what I'd like to do -- oh, okay, let 16 me -- let me come down and do this. 17 Thank you. Let me invite Anne Miller who's 18 here with the Franchise Tax Board to come up. And thank 19 you so much for being here -- 20 MS. MILLER: Oh, no problem. It's a pleasure. 21 MS. YEE: -- representing Ms. Stanislaus, but 22 this is really an opportunity for the Board to express 23 our appreciation to Selvi Stanislaus, the Executive 24 Director of the -- Executive Officer of the Franchise 25 Tax Board and the executive team at the Franchise Tax 26 Board for being such gracious hosts of our Legal 27 Department as we have dealt with the challenges of this 28 headquarters building. 3 1 And you probably think we've overstayed our 2 stay, which is true. But more importantly you've just 3 provided such a comfortable working environment for our 4 legal team and it has been really a seamless transition 5 for us, probably a headache for you, that we just want 6 to express our appreciation. 7 There are so many challenges facing the State 8 today, obviously the most important one being fiscal 9 resources and availability of them. And but not for the 10 tremendous generosity of the Franchise Tax Board, its 11 leadership in housing our attorneys, and who are all 12 going to be moving into nice new space closer to our 13 headquarters building shortly, I don't know what we 14 would have done in terms of being able to keep our Legal 15 Department operation intact. 16 So thank you so much, and we have a resolution 17 that we'd like to present to you. And let me just read 18 it because this is really with heartfelt appreciation. 19 Whereas the Franchise Tax Board has worked 20 together with the Board of Equalization to provide for 21 the health and safety of employees during our staff 22 moves in the Fall of 2007; and 23 Whereas the Franchise Tax Board on their 24 Sacramento campus on October 4, 2007 provided office 25 space for 114 staff members of the Board of 26 Equalization; 27 Whereas even as the number of hosted staff grew 28 to 150 Franchise Tax Board employees and management 4 1 continued to welcome them rent free; and 2 Whereas as a result of the Franchise Tax 3 Board's generosity of spirit and commitment to service 4 hosted staff members of the Board of Equalization were 5 given an opportunity to work in a safe and supportive 6 work environment; 7 Whereas the Franchise Tax Board continues to 8 serve the people of this State with dedication and 9 generosity; 10 Therefore be it resolved that we, the Members 11 of the Board of Equalization, do hereby extend to the 12 Franchise Tax Board our sincere and grateful 13 appreciation for their dedicated service to the Board of 14 Equalization and to the State of California. 15 Thank you so much, Anne. There you are. Thank 16 you. 17 MS. MILLER: Thank you, Betty. 18 Thank you everyone for this recognition on 19 behalf of Franchise Tax Board and Selvi Stanislaus, our 20 Executive Officer. 21 You know, when we were first contacted to house 22 BOE attorneys we were told it was going to be a couple 23 of months. And now two and a half years later we're 24 wondering how you guys count time over here at BOE. 25 But we just want to say that the -- the Board 26 of Equalization staff, the attorneys, they were 27 excellent partners and we were happy to have them. And 28 as the Legal staff returns downtown we're sure they're 5 1 going to miss our acres of free parking. 2 But through it all, like I said, they were 3 excellent partners, and we are proud of our can-do 4 attitude at Franchise Tax Board. 5 And it was a little bit more than just merely 6 leading staff to vacant stations when they showed up at 7 our doorstep. We literally had five days, and staff 8 really worked hard to locate the floor space they 9 needed, to assist with installing computers for BOE, to 10 wire and route phone service, to set up the phones and 11 install them as needed, to provide office supplies, 12 security training and badge services to our facilities, 13 as well as background checks. 14 But it was really our pleasure and we're happy 15 to help out with our sister tax agency. 16 So thank you very much for this resolution. 17 MS.
