We will reconvene 6 the Board of Equalization meeting. 7 Ms. Olson, our next item. 8 MS. OLSON: Our first item on this afternoon's 9 agenda is a special presentation. It's a retirement 10 resolution for Edward King. 11 MS. YEE: Okay. Let me ask Mr. Gau to come 12 forward on this one. 13 MR. GAU: Good afternoon, Madam Chair and 14 Members. At this time we'd like to recognize Ed King 15 for his many years of great service for the Board of 16 Equalization. 17 Ed has worked around the state. He worked in 18 many departments here at the Board, lastly as Chief of 19 the Fuel Taxes Division. 20 And Ed's wife, Sharon is also here in 21 attendance with him. 22 MS. YEE: Thank you. 23 MR. LEONARD: Mr. King, come on down. 24 MS. YEE: This is getting tougher and tougher 25 to do as we lose great expertise in this organization, 26 but it's actually my honor to present this resolution to 27 you, Ed, from the Board. 28 And for those of you who don't about Ed's 3 1 career, I do have to just make some comments about it 2 because it is quite remarkable. 3 He is currently the Chief of the Fuel Taxes 4 Division, in the Property and Special Taxes Department 5 and will be retiring on December 31st, after 36 years of 6 dedicated and outstanding service to the State Board of 7 Equalization, to the State of California. 8 And I think Ed was telling me earlier he's 9 counted backwards to just get a sense of how many 10 different Board Members he's served with. And I'm sure 11 there are just as many varied personalities associated 12 with those Board Members over the years. 13 But Ed began his career with the Board in July, 14 1973 as a Tax Auditor I in the Sales and Use Tax, 15 Hollywood District office. He served in increasingly 16 responsible positions as an Associate Tax Auditor, Tax 17 Auditor IV, Supervising Tax Auditor I, Business Taxes 18 Administrator and has provided excellent leadership and 19 service as Chief of the Fuel Taxes Division. 20 And I had an opportunity to go to one of the 21 training sessions that Ed coordinated in his capacity as 22 Chief of the Fuel Taxes Division. And I can tell you 23 the respect that he commands with the industry in that 24 area is just really, really remarkable. He's had just 25 really the great ability to work with all different 26 interests. 27 And for me, at least, the end result, which is 28 what the Board generally sees, nothing short of just an 4 1 excellent work product and just a model of excellence in 2 how you achieved that. 3 Ed has been instrumental to the successful 4 implementation of various tax and fee programs. And the 5 work he has done on behalf the State of California by 6 participating in IFTA and FTA meetings and committees 7 has enabled the Board to more successfully and 8 efficiently administer California's fuel tax laws. 9 And we are a model of excellence here with 10 respect to the rest of the nation. And this is, in no 11 small part, due to Ed's leadership. 12 So, Ed, we, the Members of the Board, do hereby 13 express our sincere appreciation and thank you for your 14 dedication, your professionalism, your highly esteemed 15 service provided to the Board throughout the past 36 16 years and our congratulations on your retirement. 17 Our best wishes to you for a future filled with 18 relaxation, quality time to spend with your family. And 19 I want to welcome your wife here, with your son, your 20 daughter, your son-in-law, granddaughter and a second 21 grandchild due next summer. And wish you the best of 22 health and happiness and continued success in the years 23 to come. 24 And let me just add on a personal note, this is 25 just one hell of a nice guy. I know all of you -- but, 26 more importantly, just in terms of my interaction with 27 him, my office's interaction with him -- and I'm sure 28 this is true of everyone whose lives and careers that 5 1 you have touched -- the legacy that you leave of how 2 many you have mentored over the years, you should really 3 feel proud of that. 4 And we really thank you for all of your 5 contributions to the State of California. 6 Thank you, Ed. 7 MR. CHIANG: Madam Chair? 8 MS. YEE: Yes? 9 MR. CHIANG: Can we add comments -- 10 MS. YEE: Absolutely. 11 MR. CHIANG: -- before we let Ed go? 12 MS. YEE: Yes. 13 MR. CHIANG: I consider it a great personal 14 privilege to have worked with Ed and Betty alluded to 15 many of those comments. 16 But Ed is a man of tremendous integrity, class, 17 decency and he's just one of those really good people. 18 When I came to the Board, you know, Ed had a national 19 reputation for excellence. So, we are indeed, the 20 taxpayers of California, have been very fortunate to 21 have you give your career to the best interests of all 22 of us. And, so, Ed, it's a tremendous loss, but we are 23 very honored to have been a part of your use 24 professional life. 25 MR. KING: Thank you, John. 26 MS. YEE: Any other comments? 27 MR. LEONARD: Likewise, Madam Chair, to Ed, 28 thank you for educating me, training me up. 6 1 I really appreciate and welcome and I too 2 second the remarks of the Controller and our Chair on 3 the well-deserved retirement and whatever your future 4 holds for you, you sure earned it. Thank you. 5 MR. KING: Thank you. 6 MS. STEEL: Thank you very much for your hard 7 work. 8 MR. KING: Thank you. 9 MR. HORTON: Thank you very, very much, Ed. But 10 I am little jealous, you know, I just got here and 11 you're leaving. 12 MR. LEONARD: Don't take it attack personally. 13 MR. HORTON: Maybe we ought to keep him a 14 little while. Isn't there something like a retired 15 annuitant and all that stuff. 16 Are we doing that? 17 MS. YEE: No, we wiped those out too. 18 MR. HORTON: There was. 19 MS. YEE: There was. 20 MR. HORTON: All right. We're going to miss 21 you. 22 MR. KING: Thank you very much. 23 MS. YEE: Congratulations. 24 MR. KING: I just wanted to say a couple of 25 words. 26 Like Betty alluded to, over my career I worked 27 for 26 different Board Members.
