OLSON: Next item on the agenda is P3c, 6 Administration, facilities update. 7 MS. HOUSER: Good afternoon, Members, I'm Liz 8 Houser, Deputy Director, Administration. 9 My first item today is to let you know that we 10 are leak free with the current, much needed rains. 11 The next thing -- 12 MR. LEONARD: I put my umbrella away. 13 MS. HOUSER: I was going to wait for your 14 question, but I thought -- 15 MR. LEONARD: Don't wait. 16 MS. HOUSER: -- I'd start with that. 17 I would like to provide an update on the 18 headquarters facilities. Work continues on the 22nd 19 floor and the break rooms throughout the building. DGS 20 is now estimating mid-February for the completion of the 21 22nd floor and has presented a schedule with timelines 22 for the break rooms. 23 They plan to work on six break rooms at a time 24 to expedite the process. However, no two break rooms 25 will be closed on any floor at the same time. 26 DGS provided BOE a preliminary draft of the 27 water intrusion assessment report prepared by their 28 consultant, Lacroix Davis, that discusses the mold in 3 1 the elevator shafts and prior water intrusion in various 2 areas throughout the building. Lacroix Davis indicates 3 that further investigation work is required before this 4 report can be finalized, including the 11th floor where 5 they have constructed containments and begun 6 investigation and destructive testing in the ceiling. 7 The preliminary report was posted to the BOE 8 website on December 5th. The report is currently under 9 review by BOE's industrial hygiene consultant, Hygiene 10 Tech, who will provide their recommendation to the 11 Board. 12 Are there any questions regarding the facility? 13 MS. STEEL: Yes. 14 MS. YEE: Question, Ms. Steel? 15 MS. STEEL: Just one question, if 22nd floor is 16 done by middle of February, when staff can move back in 17 to other areas -- 22nd and 23rd? 18 Seems like the 23rd's been done, right? 19 MS. HOUSER: As reported earlier, our 20 consultant, our industrial hygiene consultant, Hygiene 21 Tech, is recommending that BOE do not reoccupy the 22 floors until the elevator shaft issue is addressed and 23 resolved because the mold that was reported in the 24 elevator shafts in the initial -- this preliminary 25 report we have is in those areas. 26 So, we're waiting for DGS to complete their 27 work, then Hygiene Tech will make recommendations on 28 what the next step should be for us. 4 1 MS. STEEL: So, when that's going to be done 2 then? 3 MS. HOUSER: After DGS completes their work in 4 February and provides some sort of recommended protocol 5 for how they will address the elevator shafts, then 6 Hygiene Tech will be better able to provide a 7 recommendation to us on how to proceed. 8 At this point, the preliminary report we have 9 identifies that there is mold in the elevator shaft, but 10 they have not provided a protocol or procedure or 11 timelines or costing to address how they would repair 12 the elevator shafts. 13 So, our hygienist is recommending that we do 14 not place BOE employees back on the upper floors until 15 that has been completed. 16 MS. STEEL: Thank you. 17 MS. YEE: Any other questions, Members? 18 Thank you. 19 ---o0o--- 20 21 22 23 24 25 26 27 28 5 1 REPORTER'SCERTIFICATE. 2 3 State of California ) 4 ) ss 5 County of Sacramento ) 6 7 I, JULI PRICE JACKSON Hearing Reporter for the 8 California State Board of Equalization certify that on 9 JANUARY 22, 2009 I recorded verbatim, in shorthand, to 10 the best of my ability, the proceedings in the 11 above-entitled hearing; that I transcribed the shorthand 12 writing into typewriting; and that the preceding pages 1 13 through 5 constitute a complete and accurate 14 transcription of the shorthand writing. 15 16 Dated: March 4, 2009 17 18 19 ____________________________ 20 JULI PRICE JACKSON 21 Hearing Reporter 22 23 24 25 26 27 28 6
