860.0043 Situs. When a vessel is registered with the Coast Guard and the vessel owner is domiciled in California, the vessel has tax situs in California. If the vessel is relocated to a foreign country, the vessel will continue to be taxable in California until the vessel becomes habitually moored at some other location such that it acquires situs at that location and the owner establishes to the assessor that the vessel has acquired situs elsewhere.
