Why Started:

The Dymally-Allatore Act from 1973 requires State agencies directly involved with the public employ bilingual staff when a 'substantial' portion of their clients served are non-English or limited-English speaking. AB 1258 defined 'substantial' as 5% served by a local office or facility of a State Agency in 1977.

The BOE has 437 employees registered that speak 41 languages.
