Sales and Use Tax Electronic Return Originators (ERO's)


Thank you for your interest in becoming an ERO in the Board of Equalization's (BOE) Electronic Filing (E-Filing) Program for Sales and Use Tax. An ERO is a third party service provider (either a private business or individual) which the BOE has authorized to receive tax return and payment information from taxpayers and forward it to the BOE for processing.

Enrollment

Interested parties must submit a completed form BOE-400-ELF, Electronic Return Originator Application. A copy of this form may be obtained by:

Downloading a copy of the Sales and Use Tax E-Filing Handbook and Specifications

Mail the completed form to the E-Filing Program Coordinator at:

The completed form may be faxed to 916-324-2561. However, the form containing the original signature must be received by the Board of Equalization within 30 days of receipt of the faxed copy.

A revised application must be submitted whenever company or organizational structure changes occur.

System Testing

System testing is a predetermined selection of transmission scenarios that tests the applicant's ability to receive data from, and transmit data to, the Board of Equalization (BOE). The Sales and Use Tax E-Filing Handbook and Specifications contains system requirements that must be met before testing can begin. When your system meets these requirements, contact the E-Filing Coordinator and request a test package and transmittal of test returns. Transmit the test returns to the BOE in the required format. The BOE will notify you of test results.
